Water-type special move - in Generation I the physical/special split is decided by the move type, not the move itself. Power 95, Accuracy 100%, PP 15. Taught by HM03 (reusable, and it cannot be deleted). Also HM03. Fun fact: a Pikachu that knows Surf unlocks the "Pikachu's Beach" minigame in the Route 19 house, but no Yellow cartridge can teach it - it had to come from Pokemon Stadium or an event.
Secondary effect: Inflicts regular damage and can hit Dive users.
