Your rival Blue is the Champion. His final team depends on what his Eevee became, and that was locked in by the first two rival battles:

Answers: Sandslash falls to Water, Ice or Grass. Alakazam is frail - hit it hard and physically. Exeggutor takes Ice or Fire. Cloyster takes Electric. Ninetales takes Water or Rock. Magneton takes Ground. Then Jolteon takes Ground, Flareon takes Water, Vaporeon takes Electric or Grass.

Levels, items and the no-healing rule

Elite Four teams run L53 to L65. Aim for a lead around L55+ with the full six at 48 or better for a comfortable first clear.

You cannot heal between rounds except with items, so bring Full Restores, Revives and Full Heals in quantity. Ice Heals matter specifically against Lorelei: in Generation I a frozen Pokemon never thaws by itself.

A Kadabra or Alakazam carries Koga, Bruno and Agatha almost single-handedly. A Lapras with Surf, Ice Beam and Thunderbolt carries Lance and Giovanni.
