Fight your rival in Burned Tower and descend to release Raikou, Entei, and Suicune. Their route after this scene depends on the selected edition below.

Defeat the five Kimono Girls in the Dance Theater and speak to the spectator for HM03 Surf. Morty's Ghost team peaks at Lv.25 Gengar with Hypnosis, Mean Look, Shadow Ball, and Dream Eater. Normal Pokemon ignore Ghost-type attacks, but bring a non-Normal attack and an Awakening or Mint Berry for Hypnosis.

Meet Eusine on Burned Tower 1F before descending. In Crystal, only Raikou and Entei begin roaming. Suicune follows a story route: see it north of Cianwood, then on Route 42 and Route 36. Eusine challenges you in Cianwood with Lv.23 Drowzee, Lv.23 Haunter, and Lv.25 Electrode.

After the Radio Tower crisis, the Director's Clear Bell opens the Tin Tower route. The sages test you in the Wise Trio's Room, then Suicune waits as a stationary Lv.40 battle on Tin Tower 1F. Save before entering its battle scene.
