How to beat him or her: Pikachu's moment. Thunder Wave to cripple Starmie's speed, then ThunderShock. Bulbasaur (the gift in this very city) and the Oddish/Bellsprout lines on Routes 24-25 also work. Watch out for Starmie's BubbleBeam.
