Collect the free Bicycle and answer the Radio Tower quiz for the Radio Card. Whitney uses Lv.18 Clefairy and Lv.20 Miltank. Miltank's Attract, Milk Drink, and escalating Rollout punish slow battles. The traded Machop in Goldenrod Department Store is a direct answer; female Pokemon avoid Attract from Whitney's female Miltank.

Whitney initially refuses to hand over the badge. Speak to the nearby Gym trainer, then talk to Whitney again for the Plain Badge and TM45 Attract. Visit the Flower Shop for the SquirtBottle and use it on the odd tree on Route 36. Catch Sudowoodo if you want it—this encounter does not respawn.
