Pick up the free Bulbasaur first
The house next to the Cerulean Pokemon Center gives you a level 10 Bulbasaur if your Pikachu is happy - Grass is also 2x on Water.
Lead with Pikachu and paralyse
Thunder Wave first. Starmie has 115 base Speed and will outrun you otherwise; paralysis cuts its Speed to a quarter.
ThunderShock everything
Staryu goes down in a hit or two. Starmie is the real fight - watch its BubbleBeam, which also drops your Speed.
Have a backup
Oddish and Bellsprout are both on Routes 24 and 25 if Pikachu faints. Reward: Cascade Badge (Cut usable) and TM11 BubbleBeam.
