How to beat him or her: In Yellow, Surge has exactly ONE Pokemon - but that Raichu is fast and hits hard. Catch a Diglett or Dugtrio in Diglett's Cave right next door: Ground is immune to Electric and Dig is super effective. Solve the two trash-can switch puzzle to reach him. Note the switches re-randomise if you get the second one wrong.
